Other than salaries, the costs do not actually occur on a monthly basis. The majority of the costs are for materials. Those are consumed on a monthly basis but you pay when your order strategy determines you are at the low-water mark for an item and places a new order for things like medical equipment, medical materials, and pharmaceutical products. You can check your monthly consumption for these items in units by checking your trade page under "products in stock: buy and sell" and if you go to the "spending" tab under finance you can see the value of the consumed products based on current market prices. That said, it appears your slave country is underestimating the costs for the health system. On the spending page, the value of those 3 consumed products, which should be included in "health costs", exceeds what the estimated cost for your entire health system are. This is even before salaries are paid. I am not sure why this is occurring for you but it is likely your "real" costs are higher than the number you are seeing for this reason. In general though, I noticed you are paying for very high indexes, such as education, health, social, and transportation. You should be aware that higher indexes does not equal better and, in some cases, can even be harmful for the long-term and short-term. High education index can be wasteful if a lower index is sufficient to train your population. A high health index leads to an older population which curbs future population growth, lowers the proportion of your workforce compared to your population, and starts a cycle of increasing need for even more health services. Social and transportation don't assist your country outside of calculating the welfare index. Ideally, you should looking into a more moderate health index and then calculate the other indexes around it to pay just what you need for welfare index. The calculation for welfare index can be found in the docs, under game features->indexes. My opinion is an optimum health index is around 120. |
