Are you talking about how your country is measured - peaceful mode or include defense?

then to My empire
Change to include defense |

I found it, some how, forgot but it toggles peace and war, there's 3 peace settings I believe, there needs to be one, there's secure mode, peace and war, and war protection and maybe 1 other can't remember |
