So is a navy worth having for war say an aircraft carrier with frigates. Are they useful for war against players or C3s better?

Yes. Planes, ship cruise, guided missiles (baby cruise). Aircraft carrier needed. Navy helis are so so. nuke subs if you must.

The navy, we are led to believe, is getting a re-vamp sometime, you cant upgrade it atm so maybe not so good for PvP but quite ok for C3 warring.

If you get any carriers or fleet command, view them as bases. They work exactly the same.
