My unemployment is now down to 17% and somehow I managed to employ every single high-tech engineer (0 unemployed!).

But there are categories that I have quite some unemployed and there seems to be no way to redistribute them: high level workers and executives.

I suspect I may be needing more high level workers after some time, but what exactly creates high-level workers (why do I get so many?).

And what about all those pesky executives? They can't be downgraded to low level workers like I did to a lot of the university-teachers [insert a frowning protest demonstration by the teachers' union here]?

It's all down to your education priorities. Thats all there is to it, having a good education index over 100 and setting the priorities for what you need.

Look at more experienced players settings for priorities on their employment page to get good guide lines.

And you really wouldn't want to downgrade your top executive high earners to lowly blue collar workers would you?

High-level workers is something I seem to have problems with myself.

What is supposedely happening is that a % of your low-level workers gather the neccessary skills to become a mid-level worker and then to high-level worker. However I can't seem to figure the stastics involved. So if you want to maximize high-level workers I believe you just need to keep a high employment level of low and middle level workers. If you find yourself with a large shortage of them, you can run an education priority under 120, or change anything other then execs down to them.

Manipulating labor-classes will eventually become very simplistic. Once you get your shortages in order, you can find a balancing positioning for them so those who retire or die will be replaced proportionately by the new kids lookin for work.

To expand slightly...

You should take a note of the age groups that mainly fill certain job titles. In the case of MLW and HLW you wouldn't want to transfer an older demographic such as seniors or lecturers to those lower age group positions. They will quickly become too old for the job and move again.

My preferred method is to train many nurses and/or teachers who can accumulate quickly and transfer those to the working classes.

The rest I keep at 5 for prioirites and they all add up to 120.
My gov. salaries are average 200 in my empires and that seems to work fine with no shortage of workers, and I have alot of HT corps.
