I have noticed that even though I have no automation to increase my education area, when I log in I get normally 1-3 additional structures built without prior permission from the game.

Very annoying if I have turned off the automation to my country.

Is this a glitch in the game??? It normally happens with highschools (they add 1-3 each time I go through my check of my country stats in each category...then I usually have to delete those few as I do not like having uneven numbers of buildings)..
