On KB world could someone please explain why My Schools and Hospitals are not building in the Independent State of Sparta?

I looked into the country.

schools and highschools and also universities are building.
You ordered more but there are shortages on the market and delivery is delayed.

you can check the Trade page and replace these orders by immediate ones.
you will pay more but you get the schools immediately.

you have a financial surplus because of the beginners boosters.
but your army is too large and costs too much for now.
mainly the offensive army and you do not really need it at this stage.

you can sell some of the weapons or deactivate weapons to reduce the cost.
