If you are an enterprise, you want just enough for full employment. Something just over 300, like 305, should do in most situations.
If you are running a country, you have other considerations. Higher salaries mean more investment fund contributions, more personal tax collected, and more country consumption (which can be good for you too). |

I've had success with having workers at 200 and government at 215 myself. |

I do 400 for government and 300 for corporations. At 300 for corporations I can get an extra 15% to 20% production bonus, which for mining corporations usually pays for the extra wages. |
