Starting with the next upgrade, the welfare index will be boosted by 5 points if the game level of the country is 5 or higher. The welfare index will remain as it is now for countries under game level 5. Also the score will become a factor in the welfare index. countries with a very low score may lose three welfare index points. The update is intended to encourage players to make an effort to increase their game level, their score and in the process, improve their profitability. A boost of 5 points in the welfare index can make a very large difference in the profitability of countries. |

I think it would be unwise to use it as a factor for welfare index. Unless the score didn't take into account that penalty, when it was used to determine welfare index. Additionally, If game level is going to become a critical part of welfare index, perhaps it is time to update the game level requirements? They are very outdated, and often represent past game balance. For example, the game levels, still assume wages are standard 100, instead of 300, as they are now. Resulting in low wage requirements for game levels. The Game levels also take no consideration of Consumption Quality Index, while requiring excessively high levels for other indexes. Resulting in countries built for Game Levels, being unbalanced, and poorly optimized. |

The current score, will remain as is and will be the "Awards score" to determine who is receiving gold coin awards. The welfare index will increase by 5 points if the game level is 5 or higher. It will take several days for the 5 points to materialize in the index. the welfare index is also an important factor in the score. I will look into the requirements for game levels. |
