Andy,
Recently, a lot of players have been experiencing problems with automatic demotions, causing shortages of educated professionals. Myself included.
The demotions used to be reasonable, only kicking in when unemployment for Low Level Workers dropped dangerously low, and only enough to correct the problem.
Now, the automatic emergency demotions are driving unemployment among Low Level Workers to extreme levels.
Over 1,000,000 for large countries, and over 500,000 for small nations.
At the same time, the demotions are triggering large shortages of educated workers.
I believe there has been a change by the GMs to make this mechanic more powerful. It never used to cause problems on this scale.
Please fix this bug/reverse this change/tone down this feature.
So that it doesn't cause large scale unemployment, high tech worker shortages, and hospital closures.
