there should be a cooldown on this aid, something like once per month, to avoid discussions of this kind, which are normal
i would also raise an eyebrow at 30T per month free income |

Each member can only propose one at a time. It takes 20 game months to finish the process. Also you cant propose to other council members or to someone already with a proposal for them. |
