Check the requirements for the next Game Level. Use the important things to do page to find the education page, the health and transportation pages and start buildg as advised.

Another error in spelling
As long as your Game Level is under 3 you can use health care automation. If you want to learn more about how to mange health care, turn this feature off and follow the tips.
