If you could post your country and world, someone could look at it and provide some feedback. Two possibilities you may consider:

1) increase the number of elementary and high schools to educate them faster
2) if you have too many unemployed in a particular category(ie High Tech Seniors, etc), you could change the profession and move some to low level workers.

Other options might be apparent if we could take a peek at your workforce and education stats.

Your elem school index is approximately 35 points higher than your high school index. You could drop the elem school index 6-8 points and add those points to your high school index. This might help with the training of more LLWs. The other possibility is that you may have a lot of corps that use LLWs, and when the LLWs reach retirement age, the game replaces them, causing your LLWs to "get used up" as fast as they are being educated. In either case you would need more high schools. Just make any adjustments in small amounts and wait and see if Your LLWs grow faster.

Just my humble opinion

Workers are just created from citizens not going to higher education.
I looked at your country you are short of LLM's. Lower the priority for MLM & HLM by 2 and add 4 to LLM. Don't leave Exec's at 0 for too long, they take a long time to train.

Unless you going a building binge, you could lower the values on UT's and hospital staff.

LLM's train fast so you in a day or two you should see an improvement.

What JohnV wrote; depending on corporations types the settings work better with managers.

Executives should atleast have something for value, as they are showing signs of a dip right now, dropped about 1k in 10 game months.

As you might also want to look into raising the HT seniors as they are showing sign of a dip also.

Plus another 10k roads, probably another 2k high schools, you country should be looking great. As those indexs are little in balanced at the moment.

To note aswell; you welfare index is tanking with the social security. So you might want to raise that for better welfare; which helps score and overall production of corperations. To note you are losing score, and you cannot game level up with such low social security index.
