Around 140 for the maximum effect on your Welfare Index.
With the recent changes to the death rate and life expectancy that may not be correct though. |

Exactly, without updates, we can't know if the system has changed changed...
Also, my healthcare index is 140, and with these changes, that puts my life expectancy over 100. Long term, that would result in a huge ageing crisis. I think I'm going to drop back to just over 130 healthcare index.
