c3 were 108 production welfare now they are 104.
Any reason for this

No change made there but welfare depends on the population, employment and more.

I do not think they were all the same and if population will grow faster, welfare could change.

I don't believe this is a result of this upgrade.
going from 108 to 104 is a big step.

Please check other C3 countries, and their welfare graphs for sudden changes.
I see no reason at all for this.
If we would have made a change, it would be an increase.
