I moved 4 companies and it went pretty well. But I tried building in other player countries and nothing got built in 1 10 work day.

What is the situation of production plants in the market?
severe shortages can prevent the building of corporations.

prod plants are surplus
So I will build in c3 then move to player country later.
Being that players have better welfare rating as long as don't jack up the tax or over build.
