is it possible to make your active militar 0 as right now its 81 and i want it to be 0. I deactivate all weapon as i am on secured mode but when i deactivate all it says heyve been deactivated but its still 81

You have to destroy them. Along with your bases.

As you need to keep at least one base of something or other (I forgot the details), you cannot have zero. But still, something very close to zero is possible.
