I got a new country on LU, and It was already @Game Level 3 and War Level 2 with horrbile indexes and corps producing and hiring @ 50% Can I get an Explanation? |

I am also trying to build Corps that Game Level 3 are needed for but i cannot build them, can I have 30GCs back? So I go get a new country? |

You don't need to build certain corps to get to game level 3 |
