Maybe you still have the check box for economic help automation still ticked? This will do several things to make your country behave like the developers think is best for your country. You should go through each box reading the pop ups to FULLY understand what each does and make your decisions to turn them off or leave them on. Mostly you will want to turn them all off, except automatic buying of products your country needs, and the buy and sell shares for your Investment fund.

You only want the reactivate weapons one on in your second and third etc countries as your 1st cannot ever be attacked (except on FB).
