Can someone confirm exactly how the war levels work? I can't be certain from the game doc's.
If I move up to level 4 can I still dec on a level 3 if needed? Or can I only dec on higher or the same level? That's what the doc's seem to suggest. |

You can move up on FB. I believe you can declare war on lower levels on FB.
On the other worlds, you can declare war on Presidents that are up to two levels above yours, but you cannot declare below. So if you move up to level 4, you will not be able to declare on level 3.

On all worlds but FB you can dec 2 levels above or below your war level.
If your level 5 you can dec 3-7
If your level 9 you can dec 7-11
War levels 0,1,2 cannot attack anyone.
Only on Fearless blue can you attack anyone
