Tuesday, November 13, 2012 - 08:31 am  The LUGC was a success. The biggest obstacle to overcome is participation. Most of the heads of state said if there is avid participation in the world government, as a whole they all believed it can work. 1. Global Security: global security requires all nations, federations, common markets, security council members to all come together, and build cooperation traditions, so that it become consistent until it is apart of the game. a. The role of the Security Council: The role of the security council is the political arm of the world government. All resolutions, presidential boycotts, wars, natural disasters, developmental aid, nuclear proliferation, all must be approved through a resolution of the Security Council. Generally the Security council will come under the legislative branch, and is the final stage in legislation because the Security Council resolutions involve a vote of all nations, and then a general vote from the Security Council. b. A global Network or Framework of cooperation: The NLUO website is the network or framework upon the organization of cooperation traditions cane be made, and maintained. c. The Role of Federations: The Federations are the Military, Legislative, and representative Branch of the government. There are 85 regions on LU. There will be a federation over each region on LU, and through that federation is how nations can voice their opinions, and seek war, empire building etc.. d. The Legislative Process: This is an example of how it would work. My federation controls the Decambra region. If a nation in this region wanted to go to war, they would contact me because my fed controls the region. We would then vote on it in the federation, and after it is approved, then I would go to the committee of the Joint Chiefs of staff, and bring it up for consideration. The Majority Leader of the Joint Chiefs of staff would bring it up for debate, and then voted on, and passed. Once passed it has to be approved by the Secretary of State, and the Secretary General. Then, the nation who wanted to go to war can go to war with the full support of the NLUO world government. The Security Council would be brought in if the war was a threat to international security. This is how the legislative process would work for any resolution. Structure of the NLUO World government: Executive Administration Secretary General: King Hezekiah II (Israelite Empire) (1st Term Jan 3048-Jan 3088) Secretary General: They are the Head Secretary of the NLUO World Government. The Secretary General has the final say in policy. The Joint Chiefs of Staff of the Federations, the Chairmen of the Common Markets, and the Rest of the Administration would need a unanamous vote to overide the decison of the Secretary General. The Secretary General is the Speaker of the General Assembly & regulates the Departments of Justice, LU Security, State, and treasury. He or she is elected for up to 4 terms; which are 40 LU years each term. The Secretary General appoints LUICC Justices to be confirmed to sit on the bench of the LUICC, and confirms Joint Chiefs of Staff. The Secretary General has Veto, Executive Order Power, and approves all NLUO policies. Secretary of State: VACANT POSITION Secratary of State: They focus on the foreign & war policies of the NLUO, and run the wars of the NLUO. They are the representatives of the NLUO World Government in diplomacy. The secretary of state is the head of the federations. When there is a resolution of war passed in the LU Security Council, the secretary of state regulates the federations, which the Join t chiefs of staff of the chairmen of the federations voted to be chosen to go to war. The Secretary of state set up battle plans for the federations chosen, and enforced the Security council resolution. He or she is elected for up to 2 terms; which are 40 LU Years each term. The secretary of State also appoints the Joint Chiefs of staff, and they are confirmed Secretary General. All policies must be apporved by the Secretary General. Secretary of Justice: President Slayerofgods (I-FortressHell) (1st Term Jan 3052-Jan 3092) Secretary Of Justice: The Secretary of Justice regulates the LU International Court. The justices of the court who are appointed by the secretary general must be confirmed by the Secretary of Justice. The secretary of Justice also acts as the Procecutor in the LUICC, and confirms Chairmen of Common Market founders appointees. They focus on domestic issues, monitor peace treaties, and Presidential Boycotts. They work with the Secretary of State, and Little Upsilon Security Department for their policy agendas. They also keep records of propaganda, and monitor rogue nations, and dispatch spies for intelligence. He or she is elected for up to 2 terms; which are 40 LU Years each term. All policies must be apporved by the Secretary General. Secretary of Treasury: King Lord Arbuckle (I-The Lucion Republic) (1st Term Jan 3054-Jan 3094) Secretary of Treasury: The secretary of the Treasury of the NLUO regulates the common markets of the NLUO, and helps nations to grown their economies. The secretary of treasury also regulates the budget sent to the security council in foreign aid. Through the regulation of the NLUO common markets influence the World Bank. They focus on the financial policies of the NLUO World Government. They must lobby the Little Upsilon Security Council for developmental aid. They also lobby contributing nations for budgets on developmental aid. The Secretary of Treasury appoints Chairmen of Common Market Founders, and are confirmed by the Secretary of Justice. He or she is elected for up to 2 terms; which are 40 LU Years each term. All policies must be approved by the Secretary General. Secretary of LU Security: Emperor King Herod VI (E-Nation of Edom) (1st Term Jan 3053-Jan 3093) Secretary of LU Security: The secretary of LU security of the NLUO regulates the LU security council, and makes sure the policies of the NLUO are sent forth, and carried out. This office also acts as the defense for accused CEOs, Kings, Presidents, emperors, etc.. They focus on the security of the World of Little Upsilon, and monitor Nuclear war, conventional war, and natural disasters. They lobby for influence over the security Council for resolutions, and developmental aid for disasters, and nuclear war. They also work with the Secretary of State, Justice, and Treasury for their policy agenda, and organize Presidential Boycotts. He or she is elected for up to 2 terms; which are 40 LU Years each term. All policies must be apporved by the Secretary General. Legislative Branch: Committee of the Joint Chiefs of Staff. Majority leader: Vacant Position Minority leader: Vacant Position 85 Regions of LU the NLUO controls 3 regions. NLUO controls Decambra Region through the NLUO Federation, and the chairman holds that seat. The Salem Kadury Region through the Unholy Alliance Federation, and the chairman holds that seat. The Cabana Magnifica region through the LU Defense Organization Federation, and the chairman holds the seat. Same format through the common Markets, and the security council members who join the NLUO or support it are also apart the of the Legislative Branch. Judicial Branch: The LU International Criminal Court Chief JUstice: Mohamar Gaddafi Libyan Arab Jamiriyah Associate Justice:4 positions and all are vacant. The main objective is to get all the regions under federations who support the NLUO, then to the common Markets, and then the Security Council. Once all of these things are done and the positions filled, and everyone learn their position. The government can work. Here are all of the concerns: 1. corruption 2. participation. Most nations agreed with the measure, but had a hard time understanding the legislative process, and how the government works.
