Keith, I'm sure I can help but you need to post the exactly correct country name and which world it is on.

FYI, sounds like you need to improve your education, its very important so you have enough of the skilled. Swapping them means you get less hi level workers for a higher number of your low workers, reduces your population a bit, but if you need them you need them.
