Instead of counting using 0 to 9 (ten numbers, so decimal) you count using 16 numbers/letters, so after 9 you go a, b, c etc, hence 11 is b. Base 16 its called, hexidecimal. Computer code uses it a lot as a 'word' has 16 bits, (depending on the system, most new ones use 64 bit words) so limiting yourself to 10 bit identifiers would be silly.

After reading up on Kasper's Illuminati stuff he told me to research, I am thoroughly convinced that it is rampant in this game. As I stated in an earlier post, I have seen one-eyed themes all through the game:
1. WildEyes has used a one eye pic on her countries. I remember it distinctly that gross lookin' eye, it traumatized me. lol
2. Wendy currently has a one eye pic as her avatar.
3. QueenBikini had some one eye pic on her country, as I recall.
4. Now look at Orbiter's current Avatar. Two red eyes, one slashed which puts forth again the one eye pic theme.
5. CrazyEye <----note a single eye and crazy too!!!
6. Holy Crapola....... I dinstinctly remember there were single dots in BlueSerpent's tribal tattoos. Those might be hidden one-eyed symbols OMG!!!!! ha ha ha ha
