Just wondering what everyone else does when they come across some pretty difficult employment imbalances. I'm aware of what to do when you have too many managers for workers (demote some managers), but how do people deal with too many workers not enough managers? Do employment markets correct themselves over time?

Exchange with other coutnries via Departments - Labor - Exchange Professionals with others tabs. you can trade lower level workers for higher level tech workers or managers. Trade is based on salaries and whether or not you can find a trade partner.

Temporarily tweak your ed priorities to favor more managers. (You can usually sacrifice executives in the short term or many medical or ed if you aren't currently building any more hospitals or schools.) When the numbers recover, you can always reset them.
