When I am viewing the maps around my countries I can see other Country's Air transport units blinking over my countries from time to time. But,.. when I click on my country, the air unit was is gone. Click back to neighbor country and it's there again. Is this normal? I don't see any of those unit's country building bases in any C3's around me, so is it common to catch a glimps of these ait transport units? In the last case the air unit's owner empire is well to the south of me so where could it be going?
Just curious as I'm still learning the game.

It is normal. Abnormal and the unexplainable is biz as usual.
When things make sense easily with very little thought processing going on... then you know something is actually wrong.
Then again I am Psycho so... no need to take my word over another  |

air units passing over your country during their trip from point A to B? Your country map has probably updated since then and is no longer showing the air units, but the neighbour hasn't and is still showing them overhead. |
