I am now at level 3 and am not sure if I should start an enterprise to level up again or if I should improve my country, Zocorro on White Giant. Any suggestions?

Um, do both. Make an enterprise, start building some corporations in computer countries and your own. Keep working on your country too. You can put bids on up to six corporations at a time, and build one per game month. Buy some of those 3-corporations-per-month boosters for your enterprise.
