Why are the smallest towns called counties? |

It's a region created by territorial division for the purpose of local government, Only for show.
The only lowest in Order between cities, and towns i believe :p |

Cities represent the Metropolises.
Towns represent those smaller municipalities which cannot be called cities.
Counties represent the "towns" in the middle of empty farm or desert counties. |
