Try raising your government salaries. This will get you military staff at the expense of the corporations in your country though.
I would bid on population or close some of your state corporations, if they are short on workers anyways.
One thing to keep in mind though is if your economy can't support an army you should not build one. |

Soldiers are young low level workers. Officers are medium level managers.
If you are having a staff shortage you may need to increase the education priority for medium level managers.
If you are short on low level workers either get more population or close something. Often you can change the profession of workers to get rid of unemployed.
On white giant MoP's statement about the military will be less true than on other planets. |
